That's the problem with walking in and specifying what you know the problem is and then asking how to fix it... most people throw the rest out the window presuming you've had the foresight to check them properly.
On a N/A? It shouldn't. There's a safety in the VAF which cuts power to the fuel pump unless the vane is open at least a few millimeters. If that's been bypassed or the vane isn't closing all the way for some reason the pump will start when the key is in the "ON" position.
