It probably has something to do with the clutch's throw-out/pilot bearing being worn if it goes away when the clutch pedal is pushed in...
Mine does pretty much the same thing.
Mine will come loose occasionaly, and you will hear a loud "SLAM!" above your head as you go over bumps, or are on the freeway, then you know it has to be tightened...It also makes rubbing noises as I go over bumps at the front of the traga, where the weatherstripping meets...it is annoying AS...
My p/s steering rack started leaking A LOT (torn boot)...like the pump would start whining about a day after I put fluid in it...so I went and bought Valvoline Transmission (ATF fluid) with "Stop Leak" seal conditioner...in about two days, the oil leakage almost completely stopped...

Do you have any smoke out of the exhaust??? I would make sure you do actually have a BHG before you get all depressed and say you're gonna sell it...that's what everyone does.

Did you read the instructions paper that came with the ARP's? It will tell you what to torque them down to...use that value ONLY...My ARP's (studs) said to torque to 80 ft/lbs.
Wait...have you even checked your lock sensors that are clipped to the back of the lock cylinders in the doors?? It sounds like your driver's side one fell off. This happened to both of my two Supras, and the alarm would go off just like you said.

I have an RFL BOV, and I don't get any surge...and the actual air-releasing sound goes on for a long time, if I hit the gas and then then let off...but if i'm boosting and depress the clutch, the sound is quicker...if that makes sense:icon_conf
Also, the RFL is adjustable, there are washers...
