Yes but the way the fuel circuit is set up you don't get a priming pulse from the fuel pump until the ECU see's the engine rotating so it may take a couple of turns for it all to happen!
Have a look at the TRSM "AC-9" onwards gives a good description of the operation!
I'm running a standalone ECU so don't have any ECU Hookups at all and the only "features" I seem to have lost are Idle Up and the Econ button.
1.How perfectly smooth does the head mating surface have to be? I always hear about the block but not the Head.

2.I have a HKS MHG from HPF, but the plys are a little separated, is it an issue?

3.I have three BOV's stock, bosch 110 and a greddy...
But this all turns into an alphabet soup of piggybacks and bandaids that may or may not work well together and once you start getting up above 400rwhp even the slightest hiccup will kill a motor.

It's one of those times where a bit of Math will yield great results!
Too large a pipe and you end up with "Perceived Lag" while the Turbo may spool quickly it takes time to fill the pipe due to slow gas speed.

As I said it's a bit old school, I've even seen it done on both the deck and the head so you have a wire each side slightly different diameters.
