No, the AFC will give you the ability to tune exactly how much fuel is going into the engine at every point, it won't help with tuning fuel cut - at least not by much.
Not a whole lot to explain... the KV measures the frequency of the air passing by, and the ECU uses that to calculate how much air is going into the engine. When the ECU thinks there is too much air going into the engine, it shuts down the engine, as a preventative measure to stop your engine...

Heh... forgot about the harder to start issue. It only happens when I have the climate control turned on. Every now and again I forget and leave the climate control on - then it's hard to start, I turn it off and it starts on the first try. :)
No... a compression test will tell you that there is something wrong with the cylinder wall, piston, piston ring, head, headgasket, or valves.
A leakdown test will tell you if it is your pistons (unlikely) or piston rings (likely).

I've been running mine for quite some time. It's allowed me to push the stock 440's to 17psi with no problems. The only issue I have had with it is the built in fuel cut defender feature - which I might have a solution for, I just haven't had the time to wire up a cable and give it a try...
