What if you have a lighter weight piston with a stroker? Mine are weisco's and they are 317.8 grams. I didn't see any compensation for comparison in the formula in Supercentral's post about stroker motors. What I'm saying is if you stroke a 7M and use stronger rods, bolts, and lighter pistons...
Has the car been sitting for awhile? If so check all the pullys to see if anything maybe siezed up, like the alt., WP etc.
And like they have said try a good charged battery.
How would it try to start but won't turn over???If it's turning over then the motor is cranking? By not turning over are you saying it's cranking but not firing?
Yeah the brown is a VSV then, there are a couple on that side. One goes to the VSV on top of the Vac canister under the manifold, and the other one if I remember right is a VSV to the EGR.
The brown one looks like a VSV plug. the other looks familar but I just can place it. Were are they located? Intake side or exhaust side?
How did you check the voltage? While you were cranking it? Check your battery connections to make sure they are clean and check your grounds, they should be...
I would think if the tech said the head was run without oil for awhile, the bearings would be fried also. But like cuel said the cam journals maybe normal wear; you'll know when you check the mains. If they are scored then the rod bearings are toast too.

I always have the block "cleaned up" a little, especially if it had a BHG. The head definatly should be checked and milled just enough to straighten everything up, as little as possible.

I agree with this as the amount we spend to get a few HP is kind of discouraging. At least NA, but the Turbo guys lay a chunk down also.
I have held off going turbo or NOS to see just how much in gains I can achieve without. One step at a time.
What stuff are you talking about? I'm still in the final stages (I hope) of tuning the Maft-Pro SD set up on mine. Was hoping to dyno by the end of the month to see were I'm at now. With holidays and everything comming not sure about that.
