Air in the system will do what you're describing.
You may need to crank up the Pedal Adjuster a few turns as well to get full disengagement with the heavier PP.
Jex: Try some heavier Oil and maybe some Teflon type Oil additive.
The Heavier oil will help stop the Oil wedge being displaced and the Teflon will help prevent the crank picking up bearing material if it does.
Just trying to figure out what if anything has changed.
If there is power to the Injector Fuse then again at the relay there has to be a break in between. (you have checked for voltage at both these locations haven't you?)
Worst case scenario is a dead ECU but lets eliminate the easy/cheap...

If you can't afford the best set your sights lower or you'll just be building an expensive hand grenade :(

The ARP's come with instructions and Moly Lube just follow em and you'll be fine.
Personally I'll do the ReTorque everytime but rule of the thumb is
New HardWare = ReTorque
Heat Cycled HardWare = Personal preference.
If it's not breaking down now it would be a waste of cash.
Even the GE has a pretty stout ignition system make sure it's functioning right and it will be more than enough.
