Well, I am certain. With a 57 T04E Boss Jr, I don't go lean at 14.5 psi unswitched. In fact, on the dyno, the ECU had did not flinch at keeping its 9.7-10.1:1 AFR. As already pointed out, you have some trouble shooting to do.
It is supposed to do that by design. Fuel cut can happen between 11-13 psi, depending on other factors calculated by the ECU. The main input being the airflow meter frequency.
How soon the turbo spools has no bearing on fuel cut. The volume of air being pushed out by the turbo does.

The clowns that said this car is hard to work on shouldn't get your business. Especialy with the leaks you mention, which are very easy for a professional technician to fix. This car in fact, is one of the easier to get inside the timing cover.
Oil can certainly be a white smoke. So can unburned fuel, depending on the engine. With seals, there is usualy a puff of smoke at start up, or a huge cloud depending on the volume leaking. Then it quickly vanishes, well before operating temp.

Intake leak from the install? As in something you over looked when installing? I overlooked two differnet things this summer. Your engine could also be tired. Unless it is new or rebuilt properly.
And you might not get more top end if your engine can not pull to redline against a high load of wind speed at 130 mph. Said another way, installing a 3.73 in a 7MGE that came with a 4.30 doesn't mean you will all of a sudden do 145. In fact, you will probably go slower.
You don't need a tuning device at this point. You have one that works much better than the SAFC, and that is the stock readings. Either your car does not see the increased airflow from boost, or you are incapable of delivering the fuel if it does see it. This is assuming you have now changed...
Are you using an old set or the originals and the wire looms are missing? A new OEM set has the looms for the routing. You have to try and install it wrong to not work.
