He has to address the Red Loctite issue before anything will work, it's possible that "Debonder" used to disolve SuperGlue will work (that's all loctite is) failing that Heat is the only thing to break the bond.
Surprised that a drill won't touch it, in the past for hardened still I've used...

Tying to stop it cooking everything as there's so much hot surface area (800c on the pipes isn't uncommon as have had issues in the past when I've made headers with so much up high)...
Either style of clutch can get crank walk as there are 2 thrust bearings..
Rare but sometimes happens that an auto car will shag out the thrusts, usually for very different reasons to a manual.
More comoon is a cracked driveplate around the crank hub.
Plain and simple it's a low tightarse vermin move, may as well steal it then return it as you're NOT paying a rental fee so don't try and justify it here.
If you want to use a new tool buy the thing, decent tools are an investment.....

Here's a scenario for you : Tightarse A goes buys the tool can't be bothered grabbing the breaker bar to undo a bolt so uses the Torque Wrench to undo the balancer bolt...
Personally I wouldn't use it it'd drive me bugshit, as long as there isn't a lot of Up/Down play ie: Hold centre and the Disc doesn't move vertically it "should" be fine and won't affect balance.
