i ususaly am around 1375-1400 cruising at 3k and at WOT i usually hit about 1500-1525 and it stays there...
as long as you arent going past 1600..youll be fine..as thats where things start to melt... ;)
i havent looked at it in awhile so this is an honest question...but wouldnt cutting the wire leave it in 6v mode all the time? as it will have no way to swithc to 12v...and if thats so you will run lean whenever you step on the gas....

16 isnt that bad...do you ever look at it after you drive for a bit? mine is usually around 15-17 until it warms up and then it idles around 20-22...
timing could cause a low vacuum but 16 isnt that bad really...
pop your fuel door and see if there are four screws there....if there ARE then you have one freaky tank lol...

its your timing...its WAY off...when i was having problems such as yours i put a timing light on my car and saw i was like 35 degrees ADVANCED ...i was like oh shit lol..reset it correctly and it fixed the problem.
try completely resetting your timing...also you want to set it to TDC and the...
to pull the tank out from the car you need to otherwise it will just hang there.... is it possible to change the pump without pulling the tank all the way out? yes... is it easier to just take out the screws and pull the whole tank out....yes ;)
