Depends on other mods. I've seen several higher power cars make about 10% more power with cams, so dollar for dollar they're usually not a smart upgrade on a BPU car.
I assume you mean for road course stuff, and like drag racing, it's a lot of trial and error. I've known racers to have different pressures for front and back all the time.
I have the whiteline adjustables front and back. $80 for an alignment is very cheap, they may not know what they're doing (or have the rack that's accurate enough).

Wheels can be fixed, yes. Dunno how much I'd trust one that some says was fixed though. Powdercoating won't do anything to a wheel (if you track the car, the wheel is getting hotter than that from braking alone...)

Offsets all appear to be FWD stuff. Also, you have no idea how old the tires are on these wheels, if they're over 6 years old they're garbage. Don't look at them as getting wheels and tires, just look at them as wheels with junk tires.
See what they say first. If they tell you to go pound sand, take the glaze off the disk and the surfaces, and run it until you can buy a new setup. Of course, don't buy from the same brand if they tell you to pound sand ;)
