Did it run this way before the turbo swap (I'm assuming so)? If so, why did you think changing out the stock twins would fix a fueling issue??
Most likely root cause at this point: Faulty capacitors in the ECU.
I have the "plugs" from an 87-88 ECU that I removed to do a standalone PnP harness. All you need is the same thing from a 90 ECU and connect the correct pins and voila...PlugNPlay!
