The signal for the headlight relay goes through the retract relay.
OP Find the retract relay, and figure out weather these two wires have power or ground. With the headlights signaled off.

Cleaning the res is not easy. There is a screen in the bottom that is not removable. Back-flushing is the key to get it as clean as possible.

There is no sealant needed on tapered threads (although some liquid sealer can add some peace of mind, leave the teflon tape for the plumbers), use a good quality line wrench to tighten the line, and it will seal how its designed to seal.
