I just don't see how it will blow out my valve seals if I am running a 1" piece of hose to the catch can with a vent. That will move more than enough volume of gas to relieve the pressure in the case. I understand running a little breather filter is a bad idea because it gets instantly clogged...
I have had mine hooked up with the catch can vented for a while now. I have also ran it this way on my other cars too. Is their a problem with running it open without a vacuum source? I figure as long as the pressure can escape out of the case it won't push oil through the valve seals.
it has already passed. It is now 75' and newer get smogged no matter what, except if your car is less than 5 years old. They are trying to pass a new one in california to where all 95' and older get smogged every year instead of every 2 years.

Just pressure test your cooling system and that is the best way to rule out the chance of a blown head gasket. It should hold pressure, what ever the cap is rated at 15-20psi and if the pressure drops then pull out your spark plugs and look into the cylinders and you will see that they are wet...

back the screw out if it is surging badly because you have it too tight . Back it off as much as you can too where it will still hold the boost you want.
are you sure that you have the vac. line connected right?
