Thats because when you unplug it it stays at the position it was at when you unplugged it. when you turn the car off the ecu commands it to be at fully open.
If the iac is not in the full open position it will take a few times of starting it and turning the key off and waiting for the cor relay in the passengers kick panel to kick off and then repeat until the valve is fully open when shut off.
It is also determined by temp. The w in 10w-30 is for winter. In colder climates you want a 0 or 5w 30 so the oil flows faster.
Also dno a 0 or 5w 30 is fine for your climate. No need for 10.
After you shut the engine off the ecu commands for the iac valve to be reset to the full open position. Which is the clicking noise you will hear after shut off.
Stock turbo will not blow up at 15 psi. It just starts blowing hot air.
