I have the same situation but little bit worse that happened to me couple nights ago.
You can ground the red yellow wire at the retractor relay. If they come onw hen doing that then check that the white black wire is indeed going to ground. Then its most likely the retractor relay.
Fcd removes fuel cut which saves the engine. id pass on that.

If you tried to open the waste gate flapper with the actuator bolted on its going to be hard to open. Too see if it's sticking you would have to unclip the actuator and then check the movement of the flapper.
A bad actuator would seem more likely than a sticking flapper. The flapper wouldn't...
1 is black yellow and the other is black. doesnt matter which way they go on the switch.
the cruise control shouldnt be needed for an inspection i wouldnt think. its an option not a safety component.
