I don't have the headlight washers, so bear with me. Does the fuse blow when the headlight washer button is pushed? I presume the windshield wipers don't activate when the headlight washer button is pushed, do they?
I don't think it necessarily means anything. However it does offer the possibility that the PCV system is blocked. With the PCV system free of obstruction the engine should be bringing in unmetered air thus effecting the idle... this is usually the case. Try cleaning out the PCV pipe, and TB's...

I don't have any pics, but if you can feel a lip where they meet check it with a machinists straight edge... If you have access to a machinist straight edge I'd check it regardless.
The noise could be from shims where the clearances are too far out of spec, or from the injectors. My injectors make enough noise it scared the hell out me when i first got my car. An automotive stethoscope will help you find where it's coming from very quickly.

Most likely, using a higher amperage fuse would only increase the risk of burning up wiring. Something's wrong and it needs to be addressed. If the current draw of the motor is spiking that much a 25A or 30A fuse probably won't do a thing. You can try a 25A, but I bet it blows just as quickly...
Did you compare the size of the nylon drive gear you thing is a W58 gear to the R154 gear? It's possible it's another R154 or perhaps just worn down. Measure the diameter of the gear and check it against the known R154 gear. There should also be a number on top of the nylon gear, on the R154...
Is the rod on the motor armature, perhaps, supposed to connect to both the plastic piece AND the end of the "L" shaped metal piece? When you get in there tomorrow keep that in mind. Again, it's had to tell from the pics, but givent the placements I suspect that's the case and there's probably...
Hehe, I wish I had known they could be knocked through... ugh. I had one break off clean. Fortunately, it seized when I was drilling it (with the intent of tapping it) and came right out.
Some people get lucky and they just pull right out, but I wouldn't count on it.

as for the dowel pins, they were relatively inexpensive. I don't think I paid more than $10 for two. I don't know where my receipts are at the moment though... the wife's been redecorating (aka, she's hidden all of my important stuff!!!).
Search for a free program called IrfanView. Download both IrfanView and the Plugin installer. You can rotate the image in there with clean results and save it to whatever format you like.

You can try pulling the dowels out using some vise grips with a towel or piece of dense rubber between the dowel and the jaws. I didn't have any luck with it and had to order new ones.
If you're just looking to flush out the block's coolant passages I found it easiest once the head was back on...
