Double check to make sure the cable from the transmission is not broken and is connected to the throttle body. It comes up the passenger side behind the turbo. I remember I forgot to hook it up one time and had the same exact problem.

I think it plugs into the egr sensor thing on CA only cars. Im guessing, but my car actually had the sensor there, but I didnt have the actual wire coming out of the harness for it. (I think my harness was changed possibly to a non CA)
