Looks like it just alters the intake air temp reading or something to that extent. I wouldn't bother when theres MUCH more reliable known solutions that aren't big money.
Everything done at once, does make it difficult to narrow down. I will second the multiplex issue. When I installed my stinger 8860 I had a nasty missfire in the 2krpm range. Switching to a 3000gt ignitor comletely solved the problem and only cost about 100 bucks from advance auto.
Yes the pads hang off but if you look at the mk4 vs mk4 disc comparo picture the pad area of the mk3 rotor is probrably about the same as the actual contact area of the mk4 pads on the mk3 chassis, but there out another inch or so. Leverage advantage is still there with probrably the same pad...
I have a t-70 and ran into a similar issue. I could clock mine a little further though because I have a larger housing. Try a 45 aimed towards the comp housing if you have the space.
In NY they test cars 24 years and newer, 96 and up gets plugged in, 95 and older is dyno and sniffer.

Your thinking to hard about the boost leak test, Its only to test the intercooler piping, you dont need to test the engine for boost leaks. Its not the same as running the engine in boost as the pcv system will vent that pressure.

Do not cap dipstick and oil cap, Prefrably test only the intercooler hoses.
If you pressurize the motor and block off the oil cap and dip stick and any other crankcse vent you will likely pop your cam seals out among other possible things.

I bent it a little just to see how it works and it seems easy enough to bend. Didn't try flaring it or anything though. Bends by hand pretty easy though. Just be careful not to kink it.
