Hal: Correct even after it's been sanded/polished there are still micro grooves/marks in the surface and you want these along the rod NOT across it.
If they're across the rod think of the dotted lines in toilet paper and this is how the rod will behave :(
How many shops can or will correctly Line bore a block?
We could argue semantics all day but I stand by what I said I get it checked if it needs it it gets done if not I pass.

Rich: I'd have the block checked for straightness in the tunnels first then line bore if needed.
Too many things can go wrong during the procedure to do it if it isn't required.

Any faster and I'd be concerned with the plastic inner guards and a few other bits falling off, Tape over the Hood gaps would help.
