Doesn't matter if they bought the MKIII new from the factory, the engine was assembled with the stock headgasket that WILL put grooves from the fire rings into the head...
IJ bought a brand new block and head grom Toyota unassembled, so he'd be the one to talk to...
Some people seem to think it's a good idea, I just see it as a way to blow a headgasket, cause hotspots in the combustion chamber, and a nice place for a crack to from.

Is it on the filler neck side? That's usually where it leaks if it does leak, and it's a simple gasket... If you don't fill the tank up all the way it usually stops as well (this is just ignoring the problem though)
Don't you get 51 if you hit the gas pedal while checking codes?
Code 12 = ECU not getting a timing signal from the CPS. Check the wires (this is typical).
Code 24 = bad AFM or connection to the AFM as the temp sensor is in there.
He's going to be running lean with the suprasport AFM housing and stock injectors.
Your engine to do what you want with, but if you don't have a wideband to setup the fuel pressure and then trim the fuel, you WILL go lean.
Very rarely do I hear of them leaking as so far as I've heard they're made out of stainless so they don't rust...

Yes, I would make that a DEFINATE have to drop the tank and make sure it's empty and purged, no way of welding it on the car safely...
