Sure, but any thief watching you will just pop the hood and hotwire the fuse.
AND you car will run like crap for a while after you pull the fuse while it relearns.
Every car should have a switch somewhere that turns off the fuel pump, installed by the owner, in a location he doesn't tell anyone. I'd like to see someone hotwire a car when they can't get any fuel.

We did get the airbag up here... just a year later than in the USA, so they got it in '90, we got it in '91.
Of course, there weren't very many 91-92 cars sold in Canada, so your chances of seeing one are pretty slim.
Sounds like the heater element in the sensor is toast, and once your exhaust warms it up far enough, it's ok.
Run through that method for checking the sensor from the TSRM - pay specific attention to the last step, the resistance of the heater circuit.
It's very unlikely that it's the wastegate. When they fail, they usually lose the diaphram, meaning they don't open until pushed open by the amount of exhaust coming out of the engine, and boost will spike like a mofo.
The progressive power steering means the steering feels the same at slow speeds in a parking lot and at high speeds on the freeway.
Regular power steering is stiff in the parking lot and loosey goosey at high speeds.

Have you checked the o2 sensor? It *could* have died. There is a procedure for checking it in the TSRM.
Also check the wiring for cracks / shorts.
Did you take out anything else when replacing the exhaust?
