It's a tad on the loud side, but just a tad. I run a resonator too, so there isn't any droning. Just a nice, deep tone. I love it.

ICBW, but it sounds like the spring you have is holding the WG closed until you hit 20psi. If that's the case, you'll have to buy another spring. An AVCR doesn't open the waste gate, it delays it from opening.
I'd say timing. The ECU mod's the timing while the car is cold (retards it, i think), then once the car warms up, the ECU advances it.
Check your base timing.

I suggest finding someone local to you, someone you trust. You're going to drop some decent coinage for shipping. At least $150 to have the block sent to you, most definitely more if you have to send one in for a core. Also, I suggest buying all the major parts your self for two reasons...
the only way you can do it for $3k is to find a full front clip (from Jarco or Venus) & hope that the clip plus shipping fits within you budget. Better hope the owner in Japan installed a new clutch.....
Jake, tell the machinist to go over your block thoroughly & let him tell you what work your block needs. If he asked you what kind of boost you plan on running, that's a good sign that he knows what he's doing.
