Reusing the old head bolts is not good. Factory head bolts have a tendency to strech and should only be used once so the torque reading you got was probably incorrect. Get new ones from toyota or bite the bullet and get arp hardware.

Yes, but you must be carefull to not burn the paint with the compound. It's is easier than you might think! Don't stay in one area keep it moving and less is more with compound.
Do it in this order: wash, wetsand, compound with a wavy pad(if you have one)

Loose head bolts will result in a BHG. Arp bolts requre re-torque after a few heat cycles as well as preloading to get proper torque readings during install.
