if your block was machined, and correctly then there's one finish it will be.....FLAT, if it feels overly course, have it checked for smoothness, its possible the blade they used was dull or they cut at too high of a speed. When rebuilding you're supposed to account for how much they take...

Stay away from chrome on engine components that can get rather hot FYI (ie valve covers).

one bolts or a million bolts, that has nothing to do with it. I could fab up a bar that uses three axis and is held together by 1 bolt

there are too many variables to a skid pad. A force/strain gauge is required to get some hard facts instead of just "thinking" its stiffer or not
