They are cheap on ebay because the stock dodge guys don't want them, and depending on the compressor housing location, you'll have a funky internal wastegate setup.
I know on my old hy35, I had to cut the wategate flange on the compressor housing off, and re-weld on a new one in the right...
What IHI has told you is a lie, although they have to, in order to protect Greddy's interests in the company.
Chances are its leaking due to a couple of reasons:
-Out of balance
-Impropper rear seal clearence
-Damaged rear seal area
-Too large oil feed line. Can be no larger than a -4...
I know holset makes turbos with t4 and t6 foot prints, but IIRC they are all over 18cm^2 housings.
The hx35, hx40, hy35, and the HE351CW are T3 footprints.
Gee imagine that! You had a fubar turbo that was out of balance, it sucked all the oil out of the engine and now you're going to blame the 7m for yourfoolish ignorance.
What are you going to do now with two turbos with ceramic turbines which turn into dust when you turn up the boost...

That turbo is not the holset you want.
Look for either the hy35, the HE351CW (its the hy with the 90 deg snout off the front of the compressor housing), the hx35, or the hx40.
Spool on the hy35 on my car was right at 3000rpms.
The Holsets as I have noticed, hit VERY hard. 2800rpms will be almost no boost, while 3000 you'll have 18+
Also, if you can, try for the Holset HE351CW. This is the hy35w, but it has the 90 deg snout off the front of it. It will flow...
I wasn't happy with my "direction" in life, so I changed it. I can't stand working for any one else.
Although, sometimes I see some of my peers from HS and they have a big fancy car this, big fancy house that, 2 or three kids this....

60-1 in a ct housing will tend to surge for a whole host of reasons.
Surging kills turbos.
Other than that the small CT housing was not designed for that large of a wheel.
