Sounds like a bad starter, discharged battery, or bad connections. That your clock dims is telling. Since they're the easiest check the battery's state of charge and connections first. Also measure what voltage you have across the battery (starter would be better) while trying to crank.

Uh, think about it. If I understand you correctly you're suggesting the ECU is programmed to detect a faulty heater only when the engine is cold and not when hot. Does that make sense?
Without going into detail yes, they're slightly different but you can get a adapter. Keep in mind the stock sender and gage work on an unusual principle and are not compatible with aftermarket gages or senders. The stock sender also sends a signal to your car's ECU but you can live without it.
1) If your emissions test is ASM Loaded Mode or IM 240 you will fail without the EGR.
2) The front VSV is for the fuel pressure up system. Power steering idle up is done another way that doesn't employ electricity.
