Er, when starting with an empty system and a new compressor the compressor's oil charge is all that's needed. Oil is added only when replacing components.
If you follow the other wire (B-R) from the sensor to the previous page you'll see it goes through the main relay to the EFI fuse. That's the power wire. You should have 12 volts on it at the sensor. The other wire from the sensor (B-L) going to HT is the ECU supplied ground.

It is a condenser for, as stated, noise suppression. Alternator whine to be exact. The lead wire needs to be as short as possible which is why the part is always placed on the rear of the alternator.
