At this point it all depends on what sort of hone is going to be used, something like a Sunnen I'd use a Torque plate but if you're using a hand held flex hone to deglaze the cyliners it'd be a waste of time and effort as it's not going to be round or straight.

An NA wouldn't do 143 if you chucked it off a very high cliff, your "mods" may have got it back to a genuine 200crank maybe....
NA Mag cars back in the day would do 131 so add 15>20 years of use and abuse there's no way known an NA is doing any more than that....
200hp at the crank in a 1500+ Kg car it's just not happening.
In 7M's the crosshatching is almost always still visable as they're cast in some of the hardest cast iron known to man ;)
This doesn't mean that the cylinders are still servicable you need to carefully measure everything as it's going to need to be rehoned if you're installing new rings and...
$60 is cheap for EDM work, it's very precise and very safe to the surrounding material, you have to ask what's the housing worth and can you replace it for less than $60.
Most other attempts to remove a broken tap will usually just make things worse, sinker EDM is the only thing I've found...
