Up to you but personally I think it's a waste of time/money, cars are just too damn heavy.
I have NEVER filled a TC before installation, just makes a mess, I pull the plugs and crank till I have engine oil pressure then once it's running top the trans off as needed.

Don't think you can buy the Reluctors/Pickups on their own you have to buy a complete unit, last one I bought was $600 AUD from memory.
Once you're over 2500 the lockup isn't going to make much difference at all, with the PCS I always tuned it so it would unlock at WOT to save the converter clutch.
Is the shifter linkage connected?
Negative on pulling it if it's linkage related, you can get to the internal linkage under the car by dropping the pan and the external linkage is easy to get at and adjust.
I just found running bigger fittings and hose to my BoV meant I could use a lighter spring so it was more active on part throttle lifts but would still seal up under boost, the T04z I used was a surge monster above 10psi and sounded like a joke on a twisty road....
