You're trying to accelerate a LOT of Mass from almost standstill (i.e.: Mk3) huge power is only going to go up in smoke, for autoX I'd shoot at a genuine 450rwhp depending on rubber allowed/budget.
With that in mind I used to make 550rwhp on a 68mm TB with good response.
I've found most to be T1>T0 on the exhaust side and for me that's Junk....

By now most of the light blocks will have the infamous deck cracks, not to mention even thinner cylinders from errosion of the water jackets from jackasses NOT running coolant.....
Up to you but I wouldn't build a performance 7M on a light block these days.
Stock system is an ass backwards Bypass setup so even when full open at the lower engine temps it's not going to overcool and delay the Oil getting to operating temps as fast as possible.
On a full flow system such as you'll be fitting a T Stat is desirable.
