Demand valve in the Booster..
As I said never seen one fail but it can happen, my booster had an internal leak that screwed around with my idle quality, swapped it out issue solved.
Sounds like 2 issues....
1: There's a demand valve in the Booster or the Vacc from the engine would suck the brakes on whenever the throttle was closed.
If the Pedal is adjusted incorrectly you might have the valve open, never seen one but the valve may have failed stuck open.

Can't see how it can be done with any degree of success, the dowel pins in the block mean you have to slide the cover in so any sealant will be squeeged back towards the block.
It's hard enough getting a 7M head to seal when everything is perfect this is just a recipe for leaks...
The alcohol isn't going to sit for any length of time so isn't going to effect anything.
(Has to be denatured/metholated spirits)
But be certain to prime the engine with Oil before you turn it over as the Alcohol will remove ALL traces of lubrication.
Go buy 4>5 qt's of denatured alcohol, flush that through with a drill then leave the engine open for a day or so as it'll flash off being quite volatile then repeat with some cheap engine Oil you're willing to dump without running.
