i always found it easiest to go to the junkyard, grab the connector and about 6 inches of extra wire from another supra TPS, pull your connector, put on the new one with stripped ends, and adjust that way using a multimeter with alligator clips.

yep, i had Bryan weld behind the little tabs that the eccentric bolts go between because mine were all bent out, thus making it nearly impossible to get a decent alignment. we bent them straight, and ran a bead behind them.
i didn't have any trouble with stuck eccentric bolts on the rear...

if you say that your marks all line up, i'd check the crank pulley for shits and giggles. i worked on one car where the crank pulley bolt loosened up, and the pulley slipped, making it impossible to have the timing set correctly. :)
