There may be a screw or other adjustment to calibrate it. It obviously needs calibrating.

By my calcs you are running A/F of 17.3 at 30psi and 16.9 at 36 psi. Super lean, no wonder you aren't passing. You need to figure out why you are not running closed loop.

Do those foam plugs dissolve in gas? Might want to explore that before you get too wild with the solvents. Shop vac to the drain plug sounds like the best plan to start with.
