Exactly. The pictures are too blurry to tell much. Plastigage those bearings (best done with the valves out, or at least the buckets out) and compare with the TSRM spec. You will know then what needs to be done.
If you have a lube problem the rear bearings will be in much worse shape since...
I hope you are not talking about the water union fitting that screws into the back of the head!
If you broke that then you are in for some unpleasant work ahead.
The union itself is cheap, but it can be a real pain to remove. It requires a huge socket (33mm from memory) and is made of...
Your symptoms are not consistent with a bad ISC at all. Does this car have a non-recirculated blow-off valve by any chance?
If the ISC is not ticking when you turn it off, it could be something as simple as a bad connection between the ECU and the ISC.
Unless you have specifically tested it...
JJ, the post was actually about a nice line of LED compatible switching power supplies. Use whatever LED you like, (but don't use Cree, they are evil!) :)

What works depends not on the year, but what you have for a center brake light.

Buy the Toyota ones for $3.47 each from Champion. (90913-02090)
You can do what you like, but I would never invest the sort of labor needed to get those seals replaced and then try to save $30.
By the way, too late for you now, but I had a Toyota set for sale a few weeks ago for $45.
Here's my post to fix the internal seal. Personally, I would not buy a used one, as they are all way too old now to have good seals. The CPS sits in a very hot location and the internal seal slowly bakes itself to death. If you've seen the condition of the external o-ring after 10 years, then...
