    Your symptoms are not consistent with a bad ISC at all. Does this car have a non-recirculated blow-off valve by any chance? If the ISC is not ticking when you turn it off, it could be something as simple as a bad connection between the ECU and the ISC. Unless you have specifically tested it...

    Buy the Toyota ones for $3.47 each from Champion. (90913-02090) You can do what you like, but I would never invest the sort of labor needed to get those seals replaced and then try to save $30. By the way, too late for you now, but I had a Toyota set for sale a few weeks ago for $45.
