Grandavi, mine is doing the exact same thing. No smoke on start up nor idle, or while boosting, it's only during decel. If I rev the engine in neutral, say to about 3k, I get a nice puff of blue smoke then it goes away.
Actually, I've noticed mine is starting to blow a little bit of smoke as well. It has roughly 3500 miles on it and I've never taken it over 16 psi with little the car warm up before I move it and letting the car idle before I shut it off.

Head work is overkill IMO, many people have made 700+ rwhp on stock head/cam combo.

Holy shit, 31+ psi from a 60-1 ct26? I'm not sure about the compressor map but that sounds WAY out of the turbine wheels range..
From my understanding, my HX35 is at it's limit near 36 PSI, and my turbine wheel is much bigger than the ct26 wheel.

If your turbo holds 14 without a EBC turned on and does 18+ with it on, problems with your EBC settings.
