Actually if its a true labyrinth seal, there's no friction between the seal and the rotating parts. So spinning the impeller wouldn't affect anything, as long as you're not moving it with compressed air..
It's been said the dash gauge is VERY inaccurate, I will be updating all of my dash gauges with newer more accurate gauges and sensors. I'll be cutting out the holes in the gauge cluster for my new gauges, going for that stock look.
I know that it's corner to corner on opposite ends from the inside out, as for bolt size though, not sure.

89jdm7m, I've actually seen that before.. IIRC there's a pin that needs to line up on the back side and people in a hurry can't get it to seal completely by just pushing it on there so they use the bolts to draw it up, thus pushing the pin through the rear timing cover.

It's the same seal used on most turbine engines that I've worked on. It works like this, the pressure on one side of the seal is greater than the other side, keeping the oil from seeping through.
Instead of assuming your rings are still good and everything is in proper condition, run a compression check. Valve stem seals normally smoke the most at cold starts. How is your PCV? Is everything still hooked up properly?
