id lean towards air in the system, or low collant. the temp sensor is designed to read water temp, not air.

i replaced mine with the banjo and line already on the turbo, and durring re-install we just put it back on the block i do all bolts just a few turns in so its all still loose, and that normaly give you the slack you need.
