The early history of EGR in fact revolved around detonation suppression. The discovery of its effect on NOx reduction was serendipitous. By running higher octane than usual your engine should be fine. Course, you'll still be crapping up the air but I guess that was never an issue in the first place.
V1? Code 21 typically involves a loss of current through the sensor heater circuit. It's the only thing on the sensor that requires power. You should also clear codes and see what else is active because most O2 codes don't immediately get set. 21 does however.

The hose from the idle up valve on the PS pump goes to a fitting on the bottom of the accordion hose.

Check the EGR. It hooks up just as shown in the book. Your problem at 25 mph is leanness as shown by the O2 and suppressed CO. Since the engine doesn't appear to be in fuel control you should start there.
