    Egr delete/block off plate

The early history of EGR in fact revolved around detonation suppression. The discovery of its effect on NOx reduction was serendipitous. By running higher octane than usual your engine should be fine. Course, you'll still be crapping up the air but I guess that was never an issue in the first place.

Code 21 Main oxygen sensor signal fault

V1? Code 21 typically involves a loss of current through the sensor heater circuit. It's the only thing on the sensor that requires power. You should also clear codes and see what else is active because most O2 codes don't immediately get set. 21 does however.

I'll never understand why Toyota's technical info on that site isn't clear to some people: "The ECM considers the EGR system an integral part of the entire Engine Control System (ECS). Therefore, the ECM is capable of neutralizing the negative performance aspects of EGR by programming...

The hose from the idle up valve on the PS pump goes to a fitting on the bottom of the accordion hose. The hose from the ISCV goes to a fitting that delivers coolant through the intake manifold. Look underneath.

An interesting study done by the Oak Ridge National Laboratory: www.fueleconomy.gov/feg/pdfs/air_filter_effects_02_26_2009.pdf Not to go off on a tangent but most people replace their air filter way too often. Not only does the thing have a huge surface area but the dirtier it gets the...

How does Coolant get in Oil in the 7MGTE?

^ Except around here we have people building engines who've never done it before with predictable results.

need to pass CA star smog

Check the EGR. It hooks up just as shown in the book. Your problem at 25 mph is leanness as shown by the O2 and suppressed CO. Since the engine doesn't appear to be in fuel control you should start there.
