Take it apart and test it. See if the pintle moves or if the bearings are frozen. That said if stuck it's not the source of your surging. Remember, unplugging even a good ISCV simply freezes it in place. Thereafter any large changes in idle obviously can't be valve related.

While I'm here an interesting thing about AC idle up is the use of timing advance to prevent rpm sag while the valve is stepping. Iirc it's the only idle up function that does this.
Why so complicated? Leave stock wiring alone. Use stock headlight power to pilot new relays which will be located near lamps because that's where the (reused) sockets remain. Reduce fuse size in JB 2 accordingly. Wire new power for lamps direct from source using the removed 15 amp fuses. Done...

Well that was an easy fix. Apparently the CC actuator's size and valve design (low loss 20 hz duty driven proportioning) doesn't require a large tank volume. In hindsight the turbo system's tiny pump kind of implies that. On the other hand many Toyotas employ an all-electric motorized actuator...
