If you're just looking to cut at 6k rpm, I'm sure that can be set up with something like a Bee-R, but there's got to be a cheaper alternative than that particular unit. You just need one limiter, the Bee-R essentially does two.

If you're looking for anywhere above 500hp at the wheels I'd second what Enraged has brought up. Standalone is pretty much a must in that power range. Ask local shops what they like and use, you're going to be happiest with what they can tune well and are familiar with if problems arise...
Stoppers are the best, for your power goals a Cometic gasket would do just fine. It's a lot cheaper than the HSK stopper gasket too. If you're build is solid, you can go a little bit thinner rather than thicker as well. Just realize this is bumping up your compression ratio a tiny bit.

The stock elbow is one of the biggest things holding the exhaust back. Switching to a good 3" or divorced downpipe will give you a significantly faster spool, slightly more boost, and likely save you a bit of weight as well.
Unless it's got an upgraded wheel, there's not much point. It's out of it's efficiency range and will give you very very minmal gains if any at all with lots of added stress on the turbo and risk to the engine.
