The subframes together do not weigh 200 lbs. You MIGHT be able to save 50 lbs by going to new subframes of equal strength in Aluminum.

I'm pretty sure there is a rubber grommet down there, possibly on the outside of the well. Either pull that, or unscrew the rear bumper cover support, and the water should come out of those holes.

spend the 3k. Surface rust means much more wheel well rust - it will cost you more than $2700 just to keep water from getting in to your interior when driving in the rain. Don't ask how I know.
