What do you mean the power steering fails? Is it noisy, leaking, hard to turn the wheel? Your going to have to give more information.

Id check where the tensioner is, in its throw, before I started replacing parts. As belt length may be the issue.

User error. When you first start doing smog tests you get tons of aborts. You only get seconds to get to 15mph, then you have to keep it between 14 and 16 mph for a couple of mins, then jump to 25 and keep it there. Anything outside of that and it kicks you out of the test. Thats not easy with...

^Luckily your a parts guy. But That advise sucks. A fuseable link should be replaced with a (you guessed it) fuseable link. It was put there for a reason and it burned out for a reason. Installing a larger gauge wire is just foolish.

I bet your inner tie rods have play. Remove the boots and have someone move the wheel. 10 to 1 youll see some play on a 100k car.

Once the hole is filled, what do you use to make the new notch? The only thing I can picture being maneuverable enough, is something like a dremel, and I dont see that going well.
