The leaking is not a good thing.
That could either be a boost leak or just you hearing the turbo spooling. But I doubt that its coming from the BOV itself.
As for a SSQV surging, that sounds to me like just a lack of adjusting. With proper adjustment and a properly functioning SSQV you...

I use 20w 50 castrol GTX
debating whether or not to switch to synthetic. Oil change is due soon, new turbo will be coming soon, and I have an anoying valve tick.

Mine is around there when I don't get on it. And yes, it sounds fine, just takes some adjusting so you don't get surge.

Have you looked into the 60-1 ct upgrade yet? That might help push you up in the higher numbers.
And like stated before, Lex AFM, AFC of some sort, Fuel pump and FPR.

I would also say go with the WB. Like Ideal said, your looking at more than 300$ for an IC setup.
and, correct me if im wrong, after you get hardpipes and a better flowing IC, there is a good chance you will hit fuel cut lower w/o some sort of A/F computer.
