I don't think it is worth the time to spin balance a stock rotating assembly if it is all the same old parts being reused. If it is all new stock pistons and rods then I would. If you are reusing all the parts that came out of the block originally, then re-place them into the same location.
There is no real apples to apples comparison between shops and type of builds. Each shop has its own idea on what a performance build is and what it should cost. Choose reputation and quality of work instead of price because no price can be put on doing it right.
