its strange they dont give the units on the flow sheet. i would give them a call if your worried.
im assuming those are stock turbo injectors
2.8 is within spec so i wouldnt be worried
every time the car heats up and cools down... it stretches the bolts (or studs). therefore they lose their torque. ive heard of people who have removed a head and found that the bolts were loose.
i would either put everything back together and wait 6 heat cycles and then do a retorque
or there...
when i started driving my supra again it felt weird. i was driving a 5speed altima for a while. every time i would switch between the 2 i would have to relearn where the clutch would engage. your probably in that same boat
sorry if i came out harsh but the wiring is pretty straight forward and you should have no problem with it.
just make sure you dont mix up the positive and negative... ive done that before with a new set of wires from toyota
as mentioned... use the tach signal instead
if that doesnt work try calling up Viper for tech support. i would hope they can lead you in the right direction.
there is a little plastic cover that hooks up behind the front brake calipers that acts a cushion when you turn the wheel all the way. they often get worn down over the years.

is the battery holding a charge?
then check the obvious.... afm, isc, and tps.
test fuel pump by putting a jumper in the diagnostic box.. dont remember which terminals (check the tsrm).

if your going to go through the trouble of bringing the block to the machine shop and have them prep and install new bearing and rings, then you might as well have the head and block machined as well as getting the head rebuilt. but at this point you might as well get it rebuilt.

first thing i did was upgrade to a 3" exhaust... very noticeable difference. increases boost about 1-2psi
then i did the downpipe and elbow and that increased boost by another 2psi
i feel that exhaust and intake should be the best bang for the buck in the early stages of upgrading a stock mk3...
