Not if they both come from the positive terminal, if one wire comes from the negative terminal of the battery then yeah it goes to the block. If both of them come from the positive terminal, one will go to the starter and I don't have a clue why the other one is there, but it default doesn't go...
It might not be an exact opposite though, I wouldn't rely on it getting up to full. It could be something like;
sender- 4/full 110/empty
gauge- 160/full 4/empty
in which case it would never read full. Or
sender- 4/full 110/empty
gauge- 70/full 4/empty

Guessing your lowered on springs. Why not replace your rear springs with the old stockers and then go get it inspected. After your inspection just drop it back down.

you might have pulled a pin out of the plug or something, I would just take off the cover and inspect the plugs first, make sure that both pins are in either side of the plug. do you have a voltmeter, if so, you could check resistance across the two pins on the sender side plug. Just make sure...
