I will say that my tail panel came off of my 90 model, and my car is an 89. I don't remember if there was anything in that car to use it for though.

My car is an 89. As you can see in this picture, there are two cables coming through from that tail panel. One is normal, and it goes to the lower position. The second is your weird cable. On my car it is left unused, and I guess could be used to do something else from the hatch key if desired...
