    Something is wrong with your car and/or you have a much heavier foot than I do. I usually get around 20 mpg mixed driving. If I get a bunch of city miles I'll usually get around 17 mpg and my all time best is 28 mpg on a long road trip.

    bypassing heater control valve?

    If you bypass the valve you have 2 choices: always have heat or never have heat. More than likely your heater doesn't work because the VSV is bad and that's a $30 fix.
