NO = Normally Open. When power is applied to the coil then it closes and current flows through the switch side. When the power is removed the switch opens.

You keep blowing resistors? Are you running the stock pump on the car? I'd start looking for the cause.

To control when they function, just install a NO relay which closes when the headlights are on. It's simple, you connect one side of the coil to the low beam wire and the other side to ground.

That one's from an '88 GTE. If you're talking about the smaller plug which actually goes to the resistor I don't know of any reason why it shouldn't work regardless of which wire connects to which. I'm pretty sure it's just a resistor (no diodes or caps inside).

To the best of my knowledge there's still no one else running the MAFT Pro on the 7M-GE TCCS. I am still planning on setting up for speed density, but it's going to be a little while. Too many projects going on right now and I'd prefer to find a MAP sensor at a salvage yard ($5 versus $70)...

It's still probably not a bad idea to make sure they're wired up properly... the night mode is supposed to be dimmer than the day mode. If it's wired backwards it'd make the day time visibility worse. To check if the illumination is wired in properly go outside when it's dark and turn on the...

I imagine a steel band could be employed in much the same way that the rubber bands are, except for long term use. Naturally, it wouldn't dampen vibration as much.

I think they're usually around $250. As for other places to buy a rack from, there's always Toyota, but you won't be happy. ;) You could try some of the big online parts vendors, but I don't know if they give core discounts.

If you want to do the TEMS display, it uses LED die laminated to the board. Use a small razor blade to scrape them and the laminate from the PCB. Then I recommend you pre-tin the copper pads where you'll be soldering the new LEDs. You'll need a VERY steady hand to place the replacement LEDs...
