As far as I know, the stock BOV is open untill its on boost, then it closes to allow the system to presurise. If I remember correctly, the stock on is rated to 13 PSI. I'd say try having your aftermarket BOV on the softest setting and seeing what happens. If it doesn't hold your boost pressure...

When you reach full lock, and try to turn further, do the revs raise? If it does, the Air Control Valve that Jdub is talking about is working the way it should. You said the high pressure line to the pump itself... as in between the pump and rack? thats the only one thats a high pressure...
